A0.35.27 Abilities quick patch

- Charge of abilities is now in % of total energy limit instead of a fixed time, if the energy available was 1000, now it takes 10 seconds to reach it instead of 100.
- Added a progress bar to visualize the level of charge when holding an ability.
- Fixed abilities that use integers showing unneded decimals when charging.
- Fixed Orion laser hitting the enemies 4 times per real second regardless of game speed, if the speed was set to x0.25 it would hit 4 times the enemies causing 4 times the intended damage, the same went for x4 speed, it would deal 1/4 of the intented damage.

- La carga de habilidades ahora usa % de la energía total disponible, si la energía disponible era 1000 ahora no toma 100 segundos de carga sino 10.
- Añadido una barra visual de progreso para cuando se esta cargando alguna habilidad.
- Arreglado algunas habilidades mostrando valores decimales no deseados al cargarlas.
- Arreglado el laser de Orion haciendo daño 4 veces por segundo real ignorando el tiempo del juego, si la velocidad estaba en x0,25 aplicaba 4 veces el daño planeado y si se usaba velocidad x4 se aplicaba 1/4 del daño planeado.
